Hon. Colonial Secretary,
I herewith forward a letter from Mr. Farrell, Overseer, which is addressed to you. Mr. Farrell complains that he has been passed over in the case of the two posts of "Electrician" and "Assistant Electrician" which have been creat- ed during his period of service.
2. In connection with 'r. Farrell's letter, Mr. Goldsmith, Executive Engineer, under whom Mr. Farrell is employed, reports
as follows:-
"It was essential that men especially trained in "electrical engineering should be appointed to the posts "referred to in Mr. Farrell's letter. Both Mr. Stevenson and "Mr. Clarke are trained Electrical Engineers and have had "considerable experience in connection with such work.
"Mr. Farrell joined the Public Torks Department as 'an Overseer for the Maintenance of Telephones and has always *been so employed. I am informed that prior to joining the "Colonial Service, when he was in the Army as a Sepper in "the Royal Engineers, his duties were of a similar nature.
"Since the establishment of the electrical sub- "department, Mr. Farrell has had opportunities of displaying "his electrical knowledge, but the Electrician (Mr.Stevenson)
* "informe me that he has been obliged to confine Mr.Farrell's "duties to Maintenance of Telephones as he has proved "incapable of doing anything of an electrical nature beyond "this class of work. He was not therefore considered in
*connection with the appointment of an Assistant Electrician "as the duties of the post are of a much higher standard "then he is capable of performing."

I know that, if Mr. Perkins were here, he would
endorse what Mr. Goldsmith has said with regard to Mr. Farrell.
4. I may further point out that Mr. Farrell's conduct has not always been satisfactory. A reference to C.S.0.5332/06
will show that, in 1906, complaints with regard to Mr. Farrell
